GENERAL SUMMARY OF DUTIES – Provides leadership and coordination to the overall payroll
process to ensure timely and accurate processing of time and attendance, payroll cycles, and customer
support for multiple divisions. Ensures the timely and accurate processing of all time and payroll related
activity received from internal and external organizations. Ensures the timely and accurate transmission of
time and payroll related information to internal and external organizations. Coordinates process integration
activities and implementation of continuous improvement initiatives within the Payroll Services area.
Ensures adequate internal controls exist and are followed to minimize time and payroll related risk.
Provides focal point to HCA operations for all time reporting and payroll processing related matters.

SUPERVISES – Time and Attendance Manager, Payroll Support Manager, Payroll Processing Manager,
and Payroll Accounting Manager
DUTIES INCLUDE BUT ARE NOT LIMITED TO:
• Identifies and hires staff with the necessary competencies and technical skills
• Provides overall direction and leadership for employee time and attendance and payroll processing
• Reviews controls to ensure employee taxes, benefits and deductions are applied correctly
• Supports staff development and training
• Develops and manages payroll processing budget
• Develops policies and procedures and ensures compliance
• Ensures fulfillment of internal and external time and payroll reporting requirements
• Provides leadership for system enhancements and new developments
• Maintains confidentiality with all payroll information
• Ensures process area adherence to FSC strategies, methodologies, standards and guidelines
• Remains current with emerging industry trends, researches best practices, and benchmarks payroll
practices
• Monitors FSC Payroll performance against agreed to service levels
• Actively communicates with HCA operations to understand time and attendance and payroll issues
and/or improvement opportunities
• Coordinates FSC Payroll interactions with FSC customers
• Practices and adheres to the “Code of Conduct” philosophy and “Mission and Value Statement”
• Other duties as assigned

procedures and systems.
• Financial Management – Applies tools and processes to successfully manage to budget
• Functional Knowledge – In-depth understanding of payroll accounting and taxation issues as well as
ability to interact with all levels of management


JOB REQUIREMENTS

EDUCATION
• Bachelor’s Degree in Accounting, Finance or related field required. Equivalent work experience may
substitute degree requirement
EXPERIENCE
• Minimum of 10 years Payroll experience
• Minimum of 5 years managerial experience
• Experience within healthcare preferred
• Experience with Time and Attendance/Kronos preferred
• Customer Relations experience preferred
CERTIFICATE/LICENSE – Certified Payroll Professional and/or Certified Public Accountant
