As a Payroll Compliance Manager, you will be responsible for monitoring regulations and providing regulatory compliance support for the Payroll Service Center (PSC). This includes maintaining focus on day-to-day compliance within the PSC, proactively identifying issues, coordinating issue resolution, and monitoring events to determine educational opportunities. This also involves monitoring performance to identify best practices and working with the Payroll Director to implement these across operations. Additionally, this individual will work with the Payroll Director and central payroll compliance resource to research, communicate and resolve compliance related issues. This person will have a significant focus toward ensuring accurate garnishment calculations and appropriate communications with the various garnishment agencies. This individual must demonstrate strong commitment to stakeholder relationships by taking ownership of issues and facilitating effective outcomes in a timely manner. They must have an extensive background in payroll operations, systems, and regulatory requirements.

Duties include, but are not limited to:
  • Proactively identifies and researches potential payroll issues and recommends courses of action
  • Possesses a detailed understanding of payroll operations, systems, and regulatory requirements
  • Ensures all garnishments are assessed, calculated, and implemented according to all applicable laws and regulations by state
  • Conducts periodic review of garnishments to ensure compliance
  • Stays abreast of and communicates effectively regarding federal and multi-state regulatory requirements, emerging industry trends and company policies
  • Conducts investigations resulting from communicated issues


Job Requirements

  • Project Management - assesses work activities and allocates resources appropriately, applies tools and processes to identify and communicate project goals, schedules, responsibilities, progress and performance
  • Strong Interpersonal Skills - builds strong relationships with diverse groups, encouraging accomplishment of mutually established goals
  • Technical Expertise - is proficient in payroll including processes, policies, and the many aspects of payroll compliance including; but not limited to, FLSA, IRS, and various federal/state regulatory requirements

  • A business related degree is preferred.

  • Minimum 5 years of experience in payroll with a regulatory/compliance focus
  • Experience in garnishment laws and calculations required
  • Experience with healthcare payroll preferred
  • Experience in a consolidated, multi-state payroll environment preferred

  • Certified Payroll Professional considered a plus
