Job Description




GENERAL SUMMARY OF DUTIES – An integral member of the management team, the IT&S Manager leads a team of application developers to define, design, and build database and web applications. The position is also responsible for assisting the Director with other duties as assigned including maintenance and support of functioning applications.



 



The IT&S Manager is responsible for information security and smooth, reliable operations; develops documentation and assists in the creation of repeatable and reliable processes; assists with IT&S project planning and strategic planning; and supplements or supports other technical resources, as needed.  On-call support may be required.  This position adheres to and supports HCA IT policies and procedures.

DUTIES INCLUDE BUT ARE NOT LIMITED TO:
 
  • Identify opportunities for greater efficiencies through process improvement, systems integration and guide the implementation of these solutions.
  • Manage the day-to-day activities of the Application Development group, providing leadership to its staff.
  • Design, develop, support, and maintain database and web applications
  • Identifies and documents technical requirements
  • Provides development timeline and tasks and follows development project plan
  • Develops prototypes/models and determines sources of data (if applicable)
  • Develops database and web components that comply with technical requirements and development standards
  • Develops and executes application unit testing plans
  • Facilitates system and user acceptance testing
  • Creates and maintains application documentation
  • Analyzes and executes change requests and enhancements
  • Resolves application issues
  • Develops appropriate application controls to mitigate operational and financial risks
  • Act as a liaison between Database Solutions and business users
  • Actively participates in application design sessions
  • Provides technical guidance to business users
  • Devises technical solutions to promote business activities
  • Mentors Programmer/Analysts
    • Communicates priorities and deadlines appropriately
    • Manages project workflow
    • Provides professional development by fostering best demonstrated development practices
    • Provides performance feedback

Job Requirements

KNOWLEDGE, SKILLS & ABILITIES
 
  • Firm understanding of the principles of software development, including in-depth experience with a general purpose programming language such as C# and the .NET framework.
  • Firm understanding of the principles of database development, including in-depth experience with a relations database such as SQL Server.
  • Organization - proactively prioritizes needs and effectively manages resources. Follows department development standards and change control processes.
  • Communication - communicates clearly and concisely (oral and written).
  • Customer orientation - establishes and maintains long-term customer relationships, building trust and respect by consistently meeting and exceeding expectations.
  • Tactical execution - demonstrates personal ownership of tasks and follows through to get the required results in the established timeframe.
     
    EDUCATION
    Bachelor's degree in Information Systems, Information Technology, Computer Science or related degree or equivalent education and experience.
     
    EXPERIENCE
  • Minimum of 4 years of software application development experience including database and web application design.
  • Experience with HCA systems preferred.
  • Previous supervisory experience preferred.
